The Russian Ministry of Education and Science (MoE) yesterday posted a ministerial order, signed December 24, 2009, revoking the Permit for Adoption Activity originally issued to USA-based adoption agency Gift of Life Adoption Services, based in Rhode Island. The order, posted in Russian language on the MoE's main website, indicates that the revocation is the result of the expiration of the agency's Rhode Island state license. This is in line with the revised rules governing Permits for Adoption Activity, codified in Government Resolution #654 of November 4, 2006.

But this revocation is not a surprise. Gift of Life Adoption Services can no longer be found on the list of placing agencies in Rhode Island published by that state's Department of Children, Youth, and Families. Last spring, Gift of Life apparently made the decision to close its Russia program. Evidently, they also closed the agency. So, the MoE's action simply ties up the loose end of an active permit issued to a closed agency.
